Resources
Our Online Resource Library provides over 750 resources to Alliance members. Resources include template bylaws, workplans, budgets, and fundraising letters. You&#39;ll also find sample PSAs, annual reports, membership brochures, and a wealth of research on biking and walking issues. Search by keyword or category to find what you need.

Trainings and Retreats
We host 2&#45;6 trainings a year and a biannual Leadership Retreat in different North American cities. Our trainings are geared specifically for leaders of biking and walking advocacy organizations and are great opportunities for networking and resource sharing.

Mutual Aid Conference Calls
Our Mutual Aid series brings at least 12 free educational conference calls a year to advocacy leaders. Call topics include capacity building for bike/ped advocacy organizations and topics of specific interest to biking and walking groups. Calls are facilitated by an Alliance staff member, last one hour, and typically draw 6&#45;20 Alliance leaders.

Coaching and Consulting
Alliance members have access to on&#45;call coaching and consulting services from qualified Alliance staff. Need help with a campaign? Want advice on growing your organization&#39;s membership? Need help navigating a tricky board situation? Contact our staff for assistance. Special consulting services such as strategic planning and meeting facilitation are also available to members at special rates.

Benchmarking
The Alliance Benchmarking Project collects, analyzes, and reports on bicycling and walking data for the 50 U.S. states and at least the 50 most&#45;populous U.S. cities. The project provides vital data for advocates, planners, and researchers to evaluate progress and measure results of efforts to increase biking and walking.

Advocacy Advance Grants are available to Alliance member organizations through a competitive application process twice a year. Grants fund start&#45;up organizations, capacity building, and innovative programs to increase biking and walking.

Toronto Cyclists Union&#45;Newcomer Cycling Project
Toronto Cyclists Union has been honored with the 2010 Innovation of the Year Award for their Newcomer Cycling Project in Toronto, Ontario. This award goes to the organization that has implemented the most creative and innovative campaign promoting bicycling and walking in their community.&amp;nbsp; The Newcomer Cycling Project promotes bicycling in an inclusive and friendly manner by speaking to recent immigrants in their own language. In partnership with CultureLink, Toronto Cyclists Union has produced promotional posters in the 15 most commonly spoken languages, produced a bi&#45;lingual bicycling handbook, and is providing mentorship to groups in various cities in hopes of delivering similar programs. Active Transportation Alliance
Chicago&#45;based Active Transportation Alliance has been honored with the 2010 Best Practices Award for their outstanding efforts and results in regards to program growth, policy, and advocacy. This Best Practice Award is given to an organization that exemplifies successful day&#45;to&#45;day operations and therefore serves as a model for other bicycling and walking organizations. As the largest biking and walking advocacy organization in the nation, Active Trans sets the bar high for other agencies to model. Active Trans holds transparency and good business practices at a premium demonstrating that through operating professionally and responsibly, you can more effectively build a movement around biking, walking and transit. Active Trans has been instrumental in establishing peer&#45;to&#45;peer relationships within the Alliance and providing mentoring to smaller organizations. Their leadership and sharing of best practices is helping other organizations grow and succeed and is building a more effective movement nationally Learn more about Active Transportation Alliance.

Paul LeFrancois
 Paul LeFrancois, President and a founding board member of the Palmetto Cycling Coalition, has been honored with the 2010 Advocate of the Year Award. This award goes to an individual who has shown tireless commitment to promoting bicycling and walking in his community and serves as a role model for other advocates in the region and in North America. Paul has gone above and beyond the call of duty to transform South Carolina into a better place for biking and walking. Among his many accomplishments, Paul created and secured passage of a SC Share the Road license plate (one of the first in the U.S.), has coordinated bicycling legislative events in cities throughout South Carolina, and has assisted communities throughout the state in securing bicycle&#45;friendly designation from the League of American Bicyclists. With his leadership the PCC had its most significant success passing major reforms to South Carolina’s bicycle traffic safety laws in 2008. Paul’s knowledge, creativity, and commitment are the highest standard of excellence making him a role model in the Palmetto State and for biking and walking advocates.&amp;nbsp; 

SRAM
 SRAM has been honored with the 2010 Business Advocate of the Year Award for its dedication to promoting bicycling advocacy in the U.S. (as well as Europe and Taiwan). This award goes to a business or corporation that has constantly championed bicycling and walking advocacy by committing time, money, and energy. The new SRAM Cycling Fund has dedicated $10 million over five years to bicycle advocacy. In addition to making it fully possible for the Alliance for Biking &amp;amp; Walking to launch the new Advocacy Advance Grants program in 2009 SRAM’s commitment has boosted efforts of the League of American Bicyclists, IMBA, the Safe Routes to School National Partnership, and several other organizations. Kate McCarthy
 Kate McCarthy, of the San Francisco Bicycle Coalition (SFBC), has been honored with the 2010 Susie Stephens Joyful Enthusiasm Award for her innovation and tireless enthusiasm to harness the powerful of individuals to better bicycling. This award goes to an individual who carries on Susie’s passion for advocating for bicycling as a fun and economical way of transport as well as creating a safe biking and walking environment for all. Kate directs the membership and volunteer program at SFBC which provides 60 percent of the organization&#8217;s budget and reduces administrative costs through valuable volunteer labor. SFBC volunteers contributed 16,000 hours in 2009, roughly equivalent to eight full time staff. Kate generously shares what she knows with peers across North America, In 2009 she volunteered as co&#45;trainer of the Alliance’s Membership Development Training where she also conducted one&#45;on&#45;one coaching sessions with peer advocacy leaders.&amp;nbsp; With so much love at the foundation of her work, Kate is an inspiration to all. 

Walk Oakland, Bike Oakland&#45; Bikes on Broadway Campaign
 Walk Oakland, Bike Oakland (WOBO) has been honored with the 2010 Winning Campaign Award for its Bike Broadway campaign. This award goes to an organization for a successful campaign, in the last year, which has had the biggest impact for bicycling and walking in their community. With no safe, convenient, quick way for bicyclists to get downtown to or from North Oakland, WOBO launched a campaign to get bike lanes on Broadway, Franklin and Webster Streets. The campaign goal was to create a contiguous north&#45;south bike route from Downtown to Northern Oakland. WOBO’s efforts led to over 80 small business owners along the Broadway/ Franklin/ Webster corridor endorsing the campaign with letters of support, nearly 200 Oakland residents signing a petition of support for the campaign, and the collection of bike trip data on Broadway. WOBO is celebrating a victory with the planned installation of Bike lanes on Franklin and Webster streets this summer. Bicycle Coalition of Greater Philadelphia
 The Bicycle Coalition of Greater Philadelphia (BCGP) has been honored with the 2010 Advocacy Organization of the Year for its outstanding contributions in creating a more bicycle&#45;friendly Philadelphia, Pennsylvania. This award is given to an organization who, in the past year, has made significant progress in regards to the strength and stability of their organization, and efforts towards biking and walking issues in their community, state, or province. A small struggling organization just a few years ago, BCGP has successfully orchestrated a major positive shift of both attitude and policy favorable to bicyclists, culminating with the recent decision to permanently provide bicyclist&#45;only travel lanes on two very busy cross town roads in downtown Philadelphia. The BCGP’s leaders have worked tirelessly together to grow and strengthen their organization and fulfill their mission. Since 2005, they have grown from 1.5 staff to over 14 and their income has increased 287% percent, from $155,000 to $600,000 last year.Some of their recent accomplishments include:
 •	“Bike the Strike” campaign during region’s bus and subway strike that significantly increasing bicyclist commuter riding. 
 •	Launched a new coalition and campaign to Complete the Schuylkill River Trail in Greater Philadelphia, which now has over 3600 petition signers and unanimous support among all elected officials.
 •	Worked with the city to hire a full time bicycle&#45;pedestrian coordinator
 •	Launched Philadelphia’s first Bicycle Ambassador program, reaching over 20,000 adults during its first season with bicycle education and safety tips
 •	Encouraged Philadelphia to retrofit 1,600 parking meter poles into bike racks
 •	Led the effort to get Philadelphia City Council to pass an ordinance requiring new construction to install bicycle parking 
 •	Held its third Bike Philly, a family&#45;friendly ride with 20 miles of closed streets, with over 3,000 smiling participants.

      <title>ACT Act Introduced: Virtual Lobby Day March 11</title>

      <description>Representative Earl Blumenauer introduced the Active Community Transportation Act, H.R.4722, on 3/2/10. This groundbreaking bill creates a competitive grant program with $2 Billion to help communities build bicycling and walking networks. For the first time, communities would be able to compete for multi&#45;year funding to build active transportation systems, just as they do for transit and road infrastructure.
 
Though many of you will be coming to DC next week for the National Bike Summit, this is a great opportunity for other leaders and members of your organization not traveling to DC to participate in an important way. Working with our America Bikes partners, we encourage your organization to participate in a Virtual Lobby Day next Thursday. 
 
&#8220;Too often we take for granted the value of being able to bike and walk to work,&#8221; said Blumenauer. &#8220;It&#8217;s unfortunate that many communities don&#8217;t have the infrastructure in place to make active and healthy forms of transportation more accessible. The ACT transportation grants will make it easier for people to get out of their vehicles and onto sidewalks or bikes, boosting both heart rates and community vitality.&#8221;&amp;nbsp; 
 
We thank Representative Blumenauer and the other original sponsors &#45; Russ Carnahan (D&#45;MO), Michael Capuano (D&#45;MA), Steve Cohen (D&#45;TN), Bob Filner (D&#45;CA), Dan Lipinski (D&#45;IL) and Jim Moran (D&#45;VA) &#45; for championing bicycling and walking.

Given the timing of the bill&#8217;s release, we have a unique opportunity to conduct a Virtual Lobby Day and present a strong and unified voice on Capitol Hill, Thursday, March 11th. In conjunction with the National Bike Summit we ask that you call your representative next Thursday at the same time that over 700 Summit participants will have in&#45;person meetings in congressional offices.

We encourage you to use the talking points below to send your own alert encouraging your members to participate.

 Tell Them:
Bicycling and walking are part of the solution. Half of all trips in the United States are three miles or less, yet the majority of these short trips are made by car.&amp;nbsp; Shifting more of these short trips to biking and walking would not only reduce congestion, air pollution, greenhouse gas emissions, and our dependence on oil, but will also improve physical activity, safety, and livability.&amp;nbsp; 
Investing in bicycling and walking infrastructure works.&amp;nbsp; Commuting by bicycle has increased 43 percent since 2000 &#45; and by 69 percent in designated Bicycle Friendly Communities that have invested in infrastructure improvements.

      <description>In 1996, Bill Wilkinson and Charlie Gandy of the Bicycle Federation of America (now the National Center for Bicycling and Walking) invited 20 leaders of bicycle advocacy organizations to the remote Thunderhead Ranch in Wyoming. There, participants discovered that colleagues around the country were facing both similar challenges in sustaining their advocacy organizations, and a common opportunity&#8212;the renewal of federal transportation legislation. Soon, these groups were key players in the bike industry&#45;funded Bikes Belong Coalition. The result: After hard work implementing the bill in communities across America, $285 million in federal transportation moneys was invested in bicycling projects over six years. 
By the end of the second retreat in 1997, these grassroots leaders had recognized that the special energy generated by these gatherings merited the establishment of a permanent organization dedicated to linking state and local bike advocacy organizations and leaders. The (Thunderhead) Alliance was born! 

The Alliance


Since then, the Alliance has held retreats, hosted regional and focused training sessions, energized national and international conferences and, most importantly, influenced policymakers at the state and local levels.&amp;nbsp; In 2004 “pedestrian” was added to its mission since over a quarter of The Alliance organizations work to increase walking. In 2009 we changed our name from Thunderhead Alliance to the Alliance for Biking &amp;amp; Walking. The Alliance has grown from a coalition of 12 organizations in 1996, to over 135 united biking and walking advocacy organizations today.&amp;nbsp; In the last 12 years, Alliance and its member groups have established themselves as the preeminent forces for breaking down the barriers to safe bicycling and walking where it matters the most: at the state and local levels.</description>

Overview
The Alliance for Biking &amp;amp; Walking is currently accepting applications from member organizations to receive assistance creating a Whole System Strategic Plan. The Alliance will accept inquiry applications through Wednesday March 3rd from organizations interested in working with us to develop their strategic plan. In 2009, Alliance staff worked with two organizations to develop strategic plans, using the Whole System Approach, as part of a pilot project. Thanks to the generous support of New Belgium Brewing Company, all costs for this contract will be covered (an estimated $5,000 value) except for travel costs of Alliance staff.

Our Approach to Strategic Planning
As a bicycle or pedestrian advocacy group, your organization interacts with a variety of stakeholders and interest groups.&amp;nbsp; The success of your organization depends on understanding and addressing your stakeholders&#8217; needs. The Whole System Strategic Planning approach creates an opportunity for your organization’s stakeholders to come together to establish a shared, clear, and compelling multi&#45;year vision. The process helps participants craft a set of short&#45;term and long&#45;term actions to achieve their goals. The results include increased buy&#45;in from the stakeholders, clearly defined and prioritized actions for moving forward, and energized commitment to the organization&#8217;s future.

Whole System Strategic Planning offers a new approach to the process of creating a strategic plan for your organization.&amp;nbsp; As opposed to the traditional, top&#45;down method of strategic planning, the Whole System approach brings together staff, board, members, and other stakeholders to create a comprehensive and inclusive plan that addresses the needs and concerns of all parties.  Based on the principles of Whole Scale Change®, developed by Kathleen Dannemiller and Dannemiller Tyson Associates, the Whole System Strategic Planning Process offers several advantages to our organizations:
An increased awareness of the strengths, weaknesses, opportunities, and threats to the organization’s success;
A compelling, thoughtful, and innovative strategy for the future of the organization;
An increase in staff, board, volunteers, funders, and other stakeholders commitment to the organization’s strategy;
Concrete and measurable action plans for implementing the organization’s strategy; and,
A culture that encourages your stakeholders to take initiative, team together, and have pride in the organization’s strategy.

Guiding our strategic planning with Alliance organizations are the theories of Whole System Transformation and the DVF Model. Using this theoretical background, the Alliance helps organizations implement initiatives that are successful and appealing to its stakeholders. In turn, stakeholders who have participated in designing the transformation have a personal stake in the success of the organization, seek long&#45;term solutions to problem&#45;solving, and have a deeper level of involvement with the organization’s strategic transformation, mission, and goals.

Is your organization struggling due to lack of a compelling or widely held vision by your board, staff, members, or other stakeholders?
Are you looking for ways to increase your volunteers or membership?
Are you looking to diversify your membership or to engage new audiences in your work?
Are you looking to revisit your current strategy so that you can build a more inclusive and engaged membership?

Application and Selection Process
The selection process for this opportunity is administered in three phases: inquiry, interview, and contracting:

Applicants will be notified of their status via email by March 8, 2010.

Interview:
Selected applicants will be invited to a phone interview.
Interview topics will include what the organization hopes to achieve with strategic planning, values held by the leadership of the organization, assessment of the organization’s readiness to proceed with strategic planning, the Alliance&#8217;s strategic planning process, etc.
Interviews will be conducted by March 22, 2010 and applicants will be notified of their status by March 29, 2010.

Contracting:
Organizations selected for the 2010 Whole System Strategic Planning summits will receive a contract request by March 29, 2010, from the Alliance for Biking &amp;amp; Walking, outlining: 
The process that will be used to conduct the strategic planning;
Background, stakeholders, strengths, and weaknesses of the organization;
The purpose and outcomes that will guide the transformation of the organization through this process;
And, if required, a detailed break&#45;down of any costs that will be required of the organization (such as reimbursement for travel).
Organizations will be expected to work with the Alliance to iron out details and return the signed contract by April 5, 2010.

This video is a great example of the Whole System Transformation strategic planning model. In the video, the Mead School District (Washington State) held a 3&#45;day strategic planning session with approximately 1,300 people representing all facets of the school system. Though this is an example of the model on a much larger scale, the video does a great job of explaining the benefits of using such a process when conducting strategic planning on all levels. About the 2010 Report:
Bicycling and Walking in the U.S.: 2010 Benchmarking Report is an essential resource and tool for government officials, advocates, and those working to promote bicycling and walking. The Benchmarking Project is an on&#45;going effort to collect and analyze data on bicycling and walking in all 50 states and the 51 largest U.S. cities. This second biennial report reveals data including: bicycling and walking levels and demographics; bicycle and pedestrian safety; bicycle and pedestrian policies and provisions; funding for bicycle and pedestrian projects; bicycle and pedestrian staffing levels; written policies on bicycling and walking; bicycle infrastructure including bike lanes, paths, signed bike routes, and bicycle parking; bike&#45;transit integration including presence of bike racks on buses, bike parking at transit stops; bicycling and walking education and encouragement activities; and public health indicators including levels of obesity, physical activity, diabetes, and high blood pressure. The report is full of data tables and graphs so you can see how your state or city stacks up. Inside you will find unprecedented statistics to help support your case for increasing safe bicycling and walking in your community. Main Conclusions:
In these times of high gas prices, a warming climate, increasing traffic congestion, and expanding waistlines, increasing bicycling and walking are goals that are clearly in the public interest. As this report shows, where bicycling and walking levels are higher, obesity, high blood pressure, and diabetes levels are lower. Higher levels of bicycling and walking also coincide with increased bicycle and pedestrian safety and higher levels of physical activity. Increasing bicycling and walking can help solve many of the largest problems facing our nation. As this report indicates, many states and cities are making progress toward promoting safe access for bicyclists and pedestrians, but much more remains to be done. 

This report has highlighted numerous measures to promote bicycling and walking. There is no silver bullet in regard to making communities more bicycle and pedestrian friendly, and a variety of measures are likely needed. But just as it took a large investment of public money into roads, signals, signs, and education for 
motorists, so too will it take an ongoing commitment of public investment in bicycling and walking to see major shifts toward these modes.

Looking Outside Our Borders 
It is also crucial that the U.S. look to other countries to see what mode share levels are possible, and how other international cities have increased bicycling, walking, and safety. One such comparison by Pucher and Buehler (chart to right) found the U.S. to have the second lowest bicycle share of trips when compared to several European countries, Canada, and Australia. Countries like the Netherlands and Denmark with 27% and 18% of trips by bicycle, respectively, are setting the benchmark for what is possible. 

The U.S. also lags far behind other countries in regards to walk share of trips. Likewise, a look at international cities (Pucher and Buehler, 2008, chart to right) shows U.S. cities far behind international peers. While benchmarking bicycling and walking in the U.S., it is important to keep an international perspective which reveals the great potential for improvement in this country.

Increasing Investment in Biking and Walking – What Data Show 
Case studies show that the countries and cities that invest the most in bicycling and walking have higher bicycling and walking mode share, and are safer places to bicycle and walk. As this report shows, the U.S. overall has great disparities between bicycling and walking mode share, safety, and funding. Ten percent of trips are by bicycle or foot, yet bicyclists and pedestrians make up over 13% of traffic fatalities and receive just 1.2% of federal transportation dollars. An international comparison of bicycle funding and mode share by Gotschi and Mills and Rails to Trails Conservancy (chart to right) found that international cities that invest greater amounts per capita into bicycling have greater levels of bicycling. These cities provide strong evidence that in order to increase bicycling and walking, the U.S. must invest more heavily in these modes.
	
A Multi&#45;Pronged Approach to Promoting Active Transportation and Safety
While greater investment in bicycling and walking is the primary recommendation of this report, there are many other measures that must be taken to simultaneously strengthen public policy, infrastructure, and behavior toward bicycling and walking. Over one&#45;third of the U.S. population is under age 16 (cannot legally drive) or over age 65. Streets designed just to move cars are leaving behind the most vulnerable road users, often making them prisoners in their homes or completely reliant on others to drive them around. Less than half of states and major U.S. cities have adopted complete streets policies that require that roadways be designed and built with all users in mind. In the absence of a national complete streets policy, the Alliance encourages states and jurisdictions to pursue local policies to begin to transform their local transportation culture and guarantee access for all road users.

Other policies featured in this report, such as education for police officers and the inclusion of bicycling and walking safety in driver education, are also key to shifting toward a bicycle and pedestrian friendly culture. Adult and youth education programs, public awareness campaigns such as &quot;Share the Road,&quot; and other promotional efforts can also help raise awareness and change attitudes around bicycling and walking.

Many of the benchmarks featured in this report contribute to making communities more bicycle and pedestrian friendly by changing the built environment, culture, attitudes, and behaviors. But continuous evaluation of efforts to promote bicycling and walking is key to better understanding the relationships between levels of bicycling and walking, safety, policies, provisions, advocacy capacity, and other measures. Benchmarking is a necessary process to better understand these relationships, identify the most strategic areas on which to focus resources, and ultimately to increase these forms of active transportation. 

Looking to the Leaders
In the meantime, this report provides plenty of examples of states and cities that are leaders in a variety of efforts to promote bicycling and walking. Appendix 5, page 171, contains a number of resources and models from cities and states in this report. These are presented so that states and cities can have models to look to for inspiration when working towards their goals.
	
The Benchmarking Report should be used as a tool by cities and states to learn what works best to promote bicycling and walking and what is possible here in the U.S. States and cities can learn from each other&#39;s successes and failures and set their goals accordingly. The Alliance encourages all state and city officials to take an active role in benchmarking their efforts to promote bicycling and walking. Even smaller cities that are not included in this report can collect data from their city and compare it to the progress in their own community. There is no doubt that government officials and advocates seeking to grow bicycling and walking have a lot of work ahead of them. But it is crucial for advocates and officials to take the time to evaluate their efforts. While many international benchmarking efforts require huge investments of government time and money to participate, the Alliance&#39;s Benchmarking Project is a free service that requires a relatively small amount of time to complete a survey every two years. With more officials and advocates taking the time to fully participate, this project will become a better source of information and a stronger benchmarking tool for everyone.

Bicycle and pedestrian advocacy organizations play the most important role in improving and increasing biking and walking in local communities, states, and provinces. Advocacy Advance Grants will enable state and local bicycle and pedestrian advocacy organizations to develop, transform, and provide innovative strategies in their communities.

Grants Overview
Thanks to remarkable support from SRAM, Planet Bike, Bikes Belong, and 42 below, the Alliance for Biking &amp;amp; Walking is pleased to provide approximately $225,000 in grants to member organizations annually. The Advocacy Advance Grants are one&#45;year grants, awarded twice a year (Spring and Fall) to startup organizations and innovative campaigns to dramatically increase biking and walking. Through the Advocacy Advance partnership with the League of American Bicyclists, the Alliance will provide necessary technical assistance, coaching, and training to supplement the grants.</description>

      <description>Startup/Capacity Building Grants
Startup/Capacity Grants assist emerging and expanding organizations with matching grants. $5,000 to $30,000 will be matched dollar for dollar to new funds raised within one year of the grant award. The goal of these grants is to leverage private and public investment and launch campaigns that clearly demonstrate an ability to grow and sustain biking and walking organizations. Grants will be used for organizational development, to hire staff, to stimulate membership, and for other organizational tools to foster a sustainable advocacy organization.&amp;nbsp; Successful applicants will demonstrate how these capacity building activities will impact new and existing campaigns and programs to increase biking and walking. Priority for Startup/Capacity Building Grants will be given to organizations serving cities and states that demonstrate the greatest potential for biking and walking advocacy organizations.
Innovation Grants
Innovation Grants help organizations take innovative steps to improve bike/ped safety and increase biking and walking. Successful applicants will demonstrate a campaign that shifts personal behavior and builds an inclusive movement. Priority will be given to campaigns and programs that create successful models that can spread throughout North America and that have a clear plan for sharing their success.&amp;nbsp;  
These grants can be used to fund activities that will:
Spur groundbreaking designs (e.g. Euro designs, reprogramming of streets space)
Yield new sources of funding for biking and walking (e.g. new revenue streams and old programs that are ripe for change)
Create cause&#45;related marketing and encouragement programs (e.g. new media, new audiences, social marketing)
Develop mainstream partnerships (e.g. transit, seniors, health, business)
Improve, expand, or extend an existing program that promises further success
Successful applicants will demonstrate a proven track record and an achievable work plan.&amp;nbsp; Grants of $5,000 to $30,000 will be matched dollar for dollar to new funds raised within one year of receipt of award.

The Alliance’s ability to award grants is dependent upon receipt of the support pledged for this program.</description>

A 501c3 charitable organization or registered as a charity with Canada Revenue Agency
Must be a mature organization with: paid executive director, sufficient capacity, and operating budget of at least $100,000 per year

The Alliance will review all inquiries and invite the most promising proposals to submit a full application.&amp;nbsp; Organizations are invited to submit an application during each round.&amp;nbsp; An organization may only receive one grant per year.

We Do Not Fund:
Organizations whose primary purpose is not advocacy
Events whose primary purpose is not advocacy

Full Proposal:

The Grants Committee will evaluate full proposals based upon the criteria above and the project’s ability to grow the bicycle and pedestrian advocacy movement.

Please bear in mind that each review process is very rigorous, and we are only able to fund 5–10% of the applications we receive in the inquiry phase.

      <description>The U.S. Bicycling and Walking Benchmarking Project is an on&#45;going effort to collect and analyze data on bicycling and walking in all 50 states and at least the 50 most&#45;populated U.S. cities. The Alliance continues to expand the scope of this project while refining its methods. 
Benchmarking Project Objectives:
Improve Data Collection and AvailabilityThe Benchmarking Project identifies gaps in collection and availability of data on bicycling and walking use, safety, programs and provisions, and policies. This project also provides data on cycling and walking to states and cities in a standardized format that otherwise does not exist. 
Measure Progress and Evaluate ResultsThe Benchmarking Project provides data to Alliance member organizations and government officials in a format that helps them measure their progress towards increasing bicycling and walking and evaluate the results of their policies and interventions. 
Determine Best Practices and Who Sets ThemThe Benchmarking Project identifies the cities and states who are setting the benchmarks for biking and walking. Other cities and states are directed to these role models for success stories, advice, and best practice models.
Compare Cities and StatesThe Benchmarking Project compares jurisdictions to help organizations and government agencies focus resources in areas with the greatest need of pedestrian and bicycle improvements. This project also provides a means for cities and states to compare themselves to one another, highlight and praise successes, encourage communities making progress, and make communities aware of areas needing more effort. 
Support Efforts to Increase Bicycling and WalkingUltimately, this Benchmarking Project supports the efforts of bicycle and pedestrian advocacy organizations and government officials to increase bicycling and walking in their communities.

      <description>Uniting Nearly Seventy Bicycle and Pedestrian Advocacy Leaders from Across North America


  Alliance leaders came together at the end of August for the 2008 Leadership Retreat, with participants spanning the North American continent—from Florida to Victoria, from New York to the Aloha State.
  Scott Bricker of the Bicycle Transportation Alliance summed it up well, &quot;An excellent experience from start to finish. The energy I got from being around other cycling and walking advocates alone was worth every penny. Add the beautiful setting and the fantastic workshops on top of that, and it made for a weekend I won&#39;t forget any time soon&quot;
	
  
	Large Group discussions focused on the New Transportation Bill, the Alliance’s vision to create and strengthen coalitions across North America and partner on a Retail Membership Program for member groups across the continent. Furthermore, sixteen small&#45;group workshops delved into the topics of technology, fundraising, Complete Streets, Safe Routes to School, staffing, and membership development.
	In addition to all of the great knowledge and experience that was shared, ample time and opportunities for individual conversations, networking, bike rides, hikes, Frisbee, and of course the talent show, rounded out the retreat experience for all.
	Thanks to our fabulous sponsors, many advocacy leaders from new or smaller organizations were given scholarships, giving them the chance to attend. In addition to the strong support of Planet Bike, Trek, and the Spitzer Family Foundation, Rickshaw Bagworks invested heavily in the retreat by giving a beautiful Messenger Bag worth $180 to each participant! And thanks to many of our veteran leaders, fresh new leaders, and national partners, everyone learned lots of great new ideas.  The realization that our movement has great power and so many opportunities for success inspired everyone.

      <description>America Bikes selects Caron Whitaker to serve as D.C.&#45;based cycling advocate and organizer for federal transportation bill campaign.
Missoula, Montana — America Bikes, a coalition of national cycling and trail advocacy non&#45;profits, has just announced that Caron Whitaker is the new Campaign Director for the organization. America Bikes works to secure improved funding and policy in support of bicycling in the federal transportation program, which is due to be renewed by September 30, 2009.
Whitaker will coordinate the efforts of America Bikes over the next several years, as the federal transportation legislation takes form. America Bikes was influential in shaping the current bill, known as SAFETEA&#45;LU, helping to secure $4.5 billion for cycling and walking programs and to launch a new federal initiative called Safe Routes to School.
Whitaker brings extensive grassroots organizing and policy development experience to her new role. Most recently, she served as Director of Community Engagement for the National Wildlife Federation. She also has a background in land use and community planning. She holds a Master’s Degree in environmental management from Duke University and a Bachelor’s Degree from Williams College. She is an avid bicycle commuter and recreational rider. 
“We are delighted to have Caron on our team,” said Randy Neufeld, Chair of the Board of America Bikes and a senior policy advisor for the Chicagoland Bicycle Federation, one of America’s largest cycling advocacy groups. “She brings an excellent balance of policy and organizing skills. Caron will help the cycling community reach even greater heights on Capitol Hill and nationally,” said Neufeld.
